It's not clear that any of the drugs in new report can be good drugstore brand eyebrow pencil prescribed without a prescription, but that's not what these laws are designed for. The idea is to get people off of all prescription painkillers, not to get them stop being prescribed opiates.

"The drug companies have to pay for the pain," said Richard Frankel, a professor of neurology at New York's Icahn School of Medicine.
"The burden is on them to stop providing opiate-based drugs that are associated with a large number of deaths. And that's what we've seen."
Frankel told me in an email that a recent study involving more than 50,000 Medicare patients found that most people who took a prescription for an opiate painkiller but stopped taking them after a year ended up with prescription for a different drug — even when the study did not show that the replacement drug was as effective the old one.
